Car parks seek profits

Businesses in the downtown areas and shopping centers are increasing parking fees, expecting to realize a profit from what has been a money-losing endeavor.
The upscale Citic Square, Plaza 66 and Westgate Mall, all on Nanjing Road W., have doubled fees in their respective parking lots starting from December, hiking the price from 5 yuan (60 US cents) to 10 yuan an hour.
Shanghai Price Bureau, the local regulator, said fees around the city ranged from 1 yuan to 11 yuan per hour, depending on the lot's location and facilities. The pricing should be subject to the bureau's evaluation before being adopted in a parking lot.
Plaza 66, which has 500 parking spots, was the first among the three to adopt the new price.
"We were losing money with our parking lot like most other downtown emporiums did in past years. We decided to double the price since our application was approved by the price bureau," said a staff of the property management office at the mall.
Ruan, manager of the property management office for Westgate Mall, said the new price went into effect on March 1.
An insider from the commercial community pointed out the background of the competitors' like-minded actions.
He said authorities had banned roadside parking in many streets close to Nanjing Road W. to clear away the street-side clutter and improve traffic flow in the area since the second half of last year.
Liu, a young woman who works in a company in Citic Square, said there was a heated discussion in her office when the fee was doubled there last month.
She said most of her colleagues couldn't accept such a sudden change, although they understood prices in the central business areas were going up.
Yang Xiaoguang, Dean of the Traffic Engineering Department at Tongji University, said raising the price would help to reduce traffic in some busy central areas as some people would give up traveling there by car.
However, Liu Chunquan, a local lawyer doesn't consider it the most effective method.
"I suggest a flexible charging rate be introduced widely throughout the city, not only in the central business areas," he said. "They could charge the fee in a descending order with a reduction of parking hours to encourage a quick rotation, which produces more available parking space."
